Adaptation financing gap exceeds $300 billion

The ‘Adaptation Gap Report 2025’ from the United Nations Environment Programme (UNEP) warns that the gap between the climate adaptation financing needs of developing countries and international funding has significantly increased.

The report states that these countries need between $310 billion and $365 billion for annual adaptation financing, but international public funding is only $26 billion, creating a gap 12 to 14 times larger than the funding available.

The significant financial gap is seriously endangering the lives and economies of countries most affected by the climate crisis.

The UNEP Executive Director stated that the Glasgow Climate Agreement’s goal to double international public adaptation financing by 2025 will not be met if trends continue.

Developing countries are resorting to debt to close the financial gap, which is worsening their debt burden.

This situation has further complicated the global climate negotiations, particularly the COP30 negotiations. The report urges the private sector to help address the financing gap, potentially contributing about $50 billion annually.

However, this requires strong policy measures, regulatory facilitation and blended finance solutions.
