Europe’s CBAM policy: Tough trade rules for climate protection and concerns for the developing world

The European Union’s ‘Carbon Border Adjustment Mechanism’ (CBAM) has been a hot topic in international climate policy since December 2025. It’s a carbon tax on imports of carbon-heavy products like iron, steel, cement, aluminum, and fertilizers.

The policy aims to prevent ‘carbon leakage,’ which occurs when European companies relocate to countries with looser regulations to evade strict environmental laws.

The law will fully take effect in 2026, but the transition period will last until December 2025. The UK has also already announced that it will introduce its own CBAM from 2027.

The new policy has caused instability in international trade. Developing countries like India, China and Brazil are calling it ‘green protactinium’s’. They say it will reduce their export capacity and is essentially an economic strategy of developed countries.

The Climate Club has been formed to address this concern and increase cooperation. It aims to align environmental standards in industrialized countries and assist developing countries in decarbonizing their industries with green technologies.

The European Commission has announced exemptions and technical assistance to help developing countries measure and reduce their carbon footprint. Policy analysts warn that if tax revenue isn’t returned to the climate fund, it could lead to a new global trade war.

While these policy measures are crucial for reaching the net-zero target by 2050, ensuring social and economic justice presents a significant challenge for international diplomacy.
